Be it enacted by the General Assembly of Virginia:

1. § 1. That the Director of the Department of Corrections (the Director) shall continue to accept and review applications for the confinement of inmates from a state that is a party to the Interstate Corrections Compact entered into pursuant to § 53.1-216 of the Code of Virginia but shall not approve any placement of any such inmate at the Red Onion State Prison until such time as the General Assembly reauthorizes such placement by an act of assembly.

The Director shall allow for any inmate who is (i) a citizen of the Commonwealth and (ii) incarcerated in any state that is a party to the Interstate Corrections Compact entered into pursuant to § 53.1-216 of the Code of Virginia to be placed in a Department of Corrections facility.
