HOUSE RESOLUTION NO. 2202

Celebrating the life of Fred Fenton Forbes III.



Agreed to by the House of Delegates, June 29, 2026

WHEREAS, Fred Fenton Forbes III, an esteemed public servant, devoted husband, father, and grandfather, and beloved member of the Covington community, died on March 14, 2026; and

WHEREAS, a native of Clifton Forge, Fred Forbes worked tirelessly as a crew foreman for Lanford Brothers Company, Inc., for many years, contributing greatly to transportation infrastructure projects in the Commonwealth; and

WHEREAS, in 2021, Fred Forbes began regularly attending Covington City Council meetings and advocating for causes he believed in, including a resolution to designate March 14 as Fallen Officer's Day in the City of Covington in honor of a Covington Police Department officer who died in the line of duty; and

WHEREAS, a year later, Fred Forbes was elected to serve on the Covington City Council, and he officially took his seat on the council on January 1, 2023; and

WHEREAS, throughout his tenure on the Covington City Council, Fred Forbes exemplified the values of servant leadership by dedicating himself to the growth and well-being of Covington; and

WHEREAS, Fred Forbes embraced the responsibility of his role on the Covington City Council by serving with various local and regional committees and boards and by reliably appearing at community events in the area; and

WHEREAS, in recognition of his leadership, Fred Forbes was appointed to serve as vice mayor of the City of Covington in January 2025; he then fulfilled his duties by assuming the role of mayor following the untimely passing of mayor Lance Carson in July 2025; and

WHEREAS, in his personal time, Fred Forbes enjoyed hunting, spending time in the great outdoors, and drag racing, and he was happiest of all when making cherished memories with family and loved ones; and

WHEREAS, Fred Forbes will be fondly remembered and dearly missed by his loving wife, Rebecca; his children, Fred IV, Heather, and Brittany, and their families; his father, Fred, Jr.; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Fred Fenton Forbes III, a treasured member of the Covington community whose legacy of service will forever inspire all who knew him; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Fred Fenton Forbes III, as an expression of the House of Delegates' respect for his memory.
