HOUSE RESOLUTION NO. 2191
Celebrating the life of Lynne Kathleen McCay.
Agreed to by the House of Delegates, June 22, 2026
WHEREAS, Lynne Kathleen McCay, a devoted wife, mother, grandmother, public servant, and community volunteer, died on May 6, 2026, leaving a legacy of service, kindness, and dedication to her family and community; and
WHEREAS, Lynne McCay was born in Indiana, Pennsylvania, to the late Vincent and Gloria Pisciotta and graduated from Georgetown University before embarking on a distinguished career with the Library of Congress; and
WHEREAS, over the course of 40 years, Lynne McCay served the Library of Congress in a variety of roles, contributing to one of the nation's most important cultural and educational institutions; and
WHEREAS, beyond her professional accomplishments, Lynne McCay was actively engaged in community life and generously volunteered her time and talents to various organizations and civic and community endeavors, including her local parent teacher association, the Cub Scouts, and the Special Libraries Association; and
WHEREAS, Lynne McCay enriched the lives of those around her through her warmth, generosity, and friendship and was an active participant in local social and cultural activities, including bridge, mahjong, and community theater; and
WHEREAS, Lynne McCay was cherished in her lifetime for her welcoming spirit, her devotion to family and friends, and her commitment to serving others; and
WHEREAS, Lynne Kathleen McCay will be fondly remembered and dearly missed by her husband of 53 years, Michael; her children, Christopher and Gregory, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Lynne Kathleen McCay and celebrate her life of service, generosity, and devotion to family and community; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Lynne Kathleen McCay as an expression of the House of Delegates' respect for her memory.
