HOUSE RESOLUTION NO. 2170
Celebrating the life of Stuart Allen Weinstein-Bacal.
Agreed to by the House of Delegates, June 22, 2026
WHEREAS, Stuart Allen Weinstein-Bacal, an honorable veteran, esteemed attorney, devoted husband and father, and beloved member of the communities in Upperville and San Juan, Puerto Rico, died on February 17, 2026; and
WHEREAS, born in Stuttgart, Germany, and raised in Europe and East Asia, Stuart Weinstein-Bacal later made his home in the Commonwealth and graduated from Annandale High School before earning a bachelor's degree and master's degree from the University of Virginia; and
WHEREAS, Stuart Weinstein-Bacal served his country with honor and distinction as a member of the United States Army, attaining the position of infantry unit commander; and
WHEREAS, Stuart Weinstein-Bacal earned a juris doctor degree from the University of Miami and taught for some time in Costa Rica and Florida before embarking on an illustrious legal career that took him from Capitol Hill in Washington, D.C., to the U.S. Virgin Islands; and
WHEREAS, Stuart Weinstein-Bacal served as in-house counsel to Redondo Construction, the largest contractor in the Caribbean, and he later settled in Puerto Rico, where he founded his first law firm, Indiano, Williams and Weinstein-Bacal, and later the firm Weinstein-Bacal, Miller and Vega, which became one of the island's premier construction law firms; and
WHEREAS, Stuart Weinstein-Bacal will be fondly remembered and dearly missed by his loving wife, Holly; his children, Rachel, Max, and Sarah, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Stuart Allen Weinstein-Bacal, a titan of the legal community in Puerto Rico and treasured member of the Upperville community whose kindness and generosity touched countless lives; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Stuart Allen Weinstein-Bacal as an expression of the House of Delegates' respect for his memory.
