HOUSE RESOLUTION NO. 2132

Commending the Reverend Dr. Raymond A. Bell.



Agreed to by the House of Delegates, June 22, 2026

WHEREAS, the Reverend Dr. Raymond A. Bell, senior pastor of Mount Hope Baptist Church in Fredericksburg, has greatly served his congregation and community for more than 30 years; and

WHEREAS, in preparation for his career as a spiritual leader, Raymond Bell earned a master's degree in Christian education from the former Presbyterian School of Christian Education, a master's degree in divinity from the Samuel Dewitt Proctor School of Theology at Virginia Union University, and a doctorate of ministry from Howard University with a focus on mental health; and

WHEREAS, over his three decades with Mount Hope Baptist Church, Raymond Bell has seen his congregation's membership grow mightily, a testament to his inspiring spiritual guidance and sterling leadership; and

WHEREAS, throughout his tenure at Mount Hope Baptist Church, Raymond Bell has supported a number of development initiatives and coaching, mentoring, and training endeavors to help Mount Hope Baptist Church and its members grow and thrive; and

WHEREAS, Raymond Bell has established Mount Hope Baptist Church as a locus of the Greater Fredericksburg community, cultivating partnerships with various community organizations to address issues such as housing, homelessness, health care, food insecurity, and education; and

WHEREAS, beyond his work as a pastor, Raymond Bell has given generously of his time as an adjunct professor at Germanna Community College, a chaplain for the Spotsylvania Sheriff's Office and Spotsylvania Fire and Rescue Department, a member of the Spotsylvania Education Foundation, and an Aspire mentor with Spotsylvania County Public Schools; and

WHEREAS, Raymond Bell has helped executives across a variety of industries excel in their careers as the founder and president of the leadership coaching and consulting firm Mosaic Expressions, LLC; and

WHEREAS, Raymond Bell holds a master's degree in recreation and sports science with a concentration in coaching education from Ohio University and a doctor of education degree in global sport leadership from East Tennessee State University and has worked with both coaches and elite athletes to help them compete at the highest level; and

WHEREAS, as a beacon of love, hope, and faith in the Fredericksburg community, Raymond Bell has made a profound and lasting impact on countless lives; now, therefore, be it

RESOLVED by the House of Delegates, That the Reverend Dr. Raymond A. Bell, senior pastor of Mount Hope Baptist Church, hereby be commended for his legacy of service on the occasion of the church's 40th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Reverend Dr. Raymond A. Bell as an expression of the House of Delegates' admiration for his contributions to his church, his community, and the Commonwealth.
