HOUSE RESOLUTION NO. 2123

Commending the Peninsula Alcohol Safety Action Program.



Agreed to by the House of Delegates, June 22, 2026

WHEREAS, the Peninsula Alcohol Safety Action Program in Newport News is one of the oldest Alcohol Safety Action Programs in the Commonwealth; and

WHEREAS, established on June 5, 1974, the Peninsula Alcohol Safety Action Program (ASAP) was developed through the vision and leadership of the late Honorable H. Harvell, Jr., of the Newport News General District Court and the late Honorable H. D. Kashouty of the Hampton General District Court, whose efforts preceded statewide legislation requiring Alcohol Safety Action Programs by more than a year; and

WHEREAS, for over five decades, Peninsula ASAP has served Hampton, Newport News, Poquoson, and Williamsburg, as well as York, James City, and Charles City Counties; collectively, these jurisdictions represent more than 500,000 residents; and

WHEREAS, each year, Peninsula ASAP provides services to approximately 7,000 individuals through court-ordered education, monitoring, and intervention programs designed to reduce impaired driving and improve public safety; and

WHEREAS, Peninsula ASAP has distinguished itself through innovation and leadership; during the COVID-19 pandemic, it became the first Alcohol Safety Action Program in the Commonwealth to establish a comprehensive online service platform, ensuring uninterrupted access to services while maintaining accountability to the courts; the program also worked closely with judges and court personnel to create a modern, real-time communication network that significantly improved information exchange between the courts and the agency; and

WHEREAS, in 2022, Peninsula ASAP was selected by the Commonwealth to assist in re-establishing an Alcohol Safety Action Program in Alexandria following the local program's cessation of operations; with no existing personnel, infrastructure, or assets available, Peninsula ASAP successfully developed and implemented a fully operational program within six months, which has since become a statewide model and framework for assisting struggling programs and preserving essential services; and

WHEREAS, for 52 years, Peninsula ASAP has remained committed to protecting the Commonwealth's roadways, supporting the judicial system, and promoting safer communities; its sustained service, innovation, and statewide leadership have had a lasting impact on both the Virginia Peninsula and the Commonwealth as a whole; now, therefore, be it

RESOLVED by the House of Delegates, That the Peninsula Alcohol Safety Action Program hereby be commended for its legacy of service in pursuit of its mission; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Peninsula Alcohol Safety Action Program as an expression of the House of Delegates' admiration for the program's contributions to Newport News and the Commonwealth.
