Commending Jason Christopher Scott Huggins.

WHEREAS, in 2026, Jason Christopher Scott Huggins, a distinguished leader in Scouting America and devoted mentor to generations of young people in Springfield and across Northern Virginia, earned the prestigious Silver Beaver Award from the National Capital Area Council for his extraordinary record of volunteer service; and
WHEREAS, the Silver Beaver Award is the highest honor presented by a local council of Scouting America and recognizes individuals who have demonstrated exceptional service to youth and a longstanding commitment to the values and mission of Scouting; and
WHEREAS, Jason Huggins began his Scouting journey as a member of Troop 1140 in Springfield, was elected to the Order of the Arrow, Scouting's national honor society, in 1993, and earned the rank of Eagle Scout in 1994; and
WHEREAS, Jason Huggins continued to serve Troop 1140 and support its tradition of excellence, first as an adult volunteer and then as an assistant Scoutmaster beginning in 1995; he ultimately achieved the role of Scoutmaster in 2003; and
WHEREAS, Jason Huggins has helped 118 Scouts attain the rank of Eagle Scout while guiding other young people to develop leadership skills, strong character, and an enduring commitment to community service; and
WHEREAS, Jason Huggins has consistently gone above and beyond to support members of the troop at school sporting events, theatre performances, band concerts, and other activities to provide a guiding presence outside of regular Scouting programs; and
WHEREAS, Jason Huggins has also served Scouting America in numerous leadership capacities, including as a Venture Crew advisor for Crew 1620 and Crew 1470, merit badge counselor, Order of the Arrow chapter advisor, Scouting for Food coordinator, Merit Badge Jamboree coordinator, district nomination committee chair, and district member at large, and has volunteered his time to support countless district and council events and training programs; and
WHEREAS, in recognition of his exemplary service, Jason Huggins was bestowed the Vigil Honor by the Order of the Arrow in 2018 and has earned the Unit Leader Award of Merit, District Award of Merit, Venturing Leadership Award, District Committee Key, and Arrowman Service Award; and
WHEREAS, beyond his contributions to Scouting, Jason Huggins has strengthened the community through volunteer service with the United Service Organizations, the West Springfield Little League, ECHO Food Bank, and Kirkwood Presbyterian Church and has helped organize West Springfield High School's All Night Grad Party since 2010; and
WHEREAS, through his unwavering dedication to the ideals of Scouting and his steadfast commitment to serving others, Jason Huggins has made a profound and lasting impact on the lives of young people and the Springfield community; now, therefore, be it
RESOLVED by the House of Delegates, That Jason Christopher Scott Huggins hereby be commended for his legacy of service to Scouting America and leadership of the members of Scout Troop 1140; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Jason Christopher Scott Huggins as an expression of the House of Delegates' admiration for his contributions to young people in Springfield.
