Commending Chaplain Terry Haddock.

WHEREAS, Chaplain Terry Haddock has devoted nearly 20 years as Chaplain for both the Norfolk Sheriff's Office and the Norfolk Police Department, offering comfort, counsel, and support to law enforcement officers, professional staff, and their families during times of celebration, challenge, and loss; and

WHEREAS, through her unwavering dedication to service, compassion, and spiritual leadership, Terry Haddock assumed responsibility for the chaplaincy programs of both the Norfolk Police Department and the Norfolk Sheriff's Office, and through her leadership, expanded chaplaincy services in both organizations; and

WHEREAS, Terry Haddock was selected as Chaplain of the Year by the National Sheriffs' Association in 2026; and 

WHEREAS, as Founder and President of Little Lily Ministries, Terry Haddock has devoted herself to uplifting and inspiring others through acts of service, faith-based outreach, and community engagement; and

WHEREAS, for close to 20 years, Terry Haddock has ministered within correctional facilities, providing bible study classes and grief counseling programs that have brought healing, encouragement, and opportunities for personal transformation to incarcerated individuals; and 

WHEREAS, through Terry Haddock's tireless dedication, compassionate spirit, and steadfast belief in redemption, she has positively impacted the lives of countless citizens, strengthening the bonds of faith, service, and community throughout Virginia; and 

WHEREAS, through her extraordinary commitment to ministry and the well-being of others, Terry Haddock reflects the very best of the City of Norfolk and serves as an inspiration to all who know her; now, therefore, be it

RESOLVED by the Senate of Virginia, That Chaplain Terry Haddock hereby be commended on the occasion of her selection as Chaplain of the Year by the National Sheriffs' Association; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Chaplain Terry Haddock as an expression of the Senate of Virginia's admiration for her contributions to the City of Norfolk.
