Celebrating the life of Billie Wilson Brooks.

WHEREAS, Billie Wilson Brooks, a highly admired public servant who advanced public education as a member of the Washington County School Board for nearly four decades, died on May 29, 2026; and

WHEREAS, Billie Brooks grew up in Washington County and joined the United States Army after graduating from high school; he was assigned to the elite 82nd Airborne Division and served as part of a special forces unit before returning to civilian life; and

WHEREAS, Billie Brooks worked in construction for several years, then joined Mason Dixon Trucking Company as a truck driver; he subsequently became a manager with RSV Trucking and oversaw truck drivers and the maintenance shop until his retirement in 2014; and

WHEREAS, outside of his career, Billie Brooks supported students and educators in Washington County Public Schools as a member of the Washington County School Board for 38 years, earning several accolades from the Virginia School Boards Association for his dedication and leadership; and

WHEREAS, Billie Brooks was widely known as the number one fan at John S. Battle High School, rarely missing an opportunity to cheer for the Trojans' athletics teams; and

WHEREAS, Billie Brooks further enhanced the quality of life in the region as a longtime member of Jericho Shrine Temple in Blountville, Tennessee, with which he participated in volunteer outreach programs at Shriners Children's Hospital in Greenville, South Carolina; and

WHEREAS, Billie Brooks enjoyed fellowship and worship with the community as a member of State Street Church of Christ in Bristol, where he held several lay leadership positions over the course of 60 years; and

WHEREAS, Billie Brooks will be fondly remembered and greatly missed by his loving wife of 67 years, Betty; his children, Bill and Tonya, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Billie Wilson Brooks; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Billie Wilson Brooks as an expression of the House of Delegates' respect for his memory.
