HOUSE RESOLUTION NO. 2022

Commending Helen Costulis.

Agreed to by the House of Delegates, April 23, 2026

WHEREAS, Helen Costulis, an esteemed teacher with Virginia Beach City Public Schools, was named as Fairfield Elementary School's 2026 Teacher of the Year; and

WHEREAS, Helen Costulis works tirelessly to create a supportive learning environment that enables her students to thrive; and

WHEREAS, one of Helen Costulis' greatest strengths as an educator is her ability to forge relationships and bonds with her colleagues and students, while also helping her students better connect with one another; and

WHEREAS, demonstrating her steadfast dedication to her students' well-being, Helen Costulis devotes time to recognizing and addressing the issues impacting her students, building their trust and improving their educational outcomes; and

WHEREAS, known for her compassion and unwavering desire to help others, Helen Costulis has embodied the ideals of the education profession and helped make Virginia Beach a more wonderful place to live, work, and raise a family; now, therefore, be it

RESOLVED by the House of Delegates, That Helen Costulis hereby be commended for being named the 2026 Fairfield Elementary School Teacher of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Helen Costulis as an expression of the House of Delegates' admiration for her contributions to the growth and development of young people in the Commonwealth.
