HOUSE RESOLUTION NO. 2001
Commending Brigadier General Terrence A. Adams, USAF.
Agreed to by the House of Delegates, April 23, 2026
WHEREAS, Brigadier General Terrence A. Adams of the United States Air Force rendered nearly four decades of honorable and distinguished service to the nation, culminating his military career as the deputy principal cyber advisor to the Secretary of War and senior military advisor for cyber policy from September 2023 until his retirement scheduled for July 2026; and
WHEREAS, Terrence Adams' career reflects exceptional leadership, strategic vision, and an unwavering commitment to the warfighter, demonstrated through six command tours at the squadron, group, and wing levels, including multiple commands while deployed in support of combat operations in Oman, Iraq, and Qatar; and
WHEREAS, in his final assignment, Terrence Adams was the driving force behind the most significant transformation of United States Cyber Command in over a decade, leading the development and implementation of the Revised Cyber Force Generation Model, known as CYBERCOM 2.0, to enhance the readiness and lethality of the joint forces in response to evolving global threats; and
WHEREAS, Terrence Adams played a pivotal role in addressing systemic challenges in recruiting, training, and retaining cyber talent, building consensus across the military departments, the Joint Chiefs of Staff, and the interagency community to deliver operational outcomes across all warfighting domains; and
WHEREAS, Terrence Adams was instrumental in securing more than $14 billion in cyberspace funding through the Department of War's Program Objective Memorandum process, ensuring the resources necessary to man, train, and equip cyber forces to execute global missions in support of national security objectives; and
WHEREAS, Terrence Adams provided critical counsel to senior leaders, represented the Department of War at the White House and National Security Council, and briefed the United States Congress, strengthening transparency, accountability, and trust on key cyber initiatives; and
WHEREAS, Terrence Adams' leadership extended across major commands, including service as director of communications and chief information officer for Air Mobility Command and as commander of the 628th Air Base Wing and Joint Base Charleston, where he safeguarded lives and national assets during major natural disasters; and
WHEREAS, Terrence Adams has strong and enduring ties to the Commonwealth and currently resides in Alexandria, where he has lived for a total of 12 years across multiple military assignments; and
WHEREAS, through his service in the National Capital Region, Terrence Adams has directly supported missions and personnel impacting the Commonwealth while remaining actively engaged in his local community; and
WHEREAS, from his humble origins as an enlisted soldier in the United States Army, Terrence Adams rose through the ranks through determination, education, and service to become a United States Air Force general officer, exemplifying the highest ideals of the military profession and the American dream; and
WHEREAS, throughout his career, Terrence Adams demonstrated a steadfast commitment to service, leadership, mentorship, and national defense, leaving a lasting and transformative impact on the Department of War and the security of the United States; now, therefore, be it
RESOLVED by the House of Delegates, That Brigadier General Terrence A. Adams, USAF, hereby be commended for his exceptional service and contributions to the United States and the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Brigadier General Terrence A. Adams, USAF, as an expression of the House of Delegates' admiration and gratitude for his service and leadership and best wishes upon his retirement.
