Commending Kenny B. Epling.

WHEREAS, Kenny B. Epling, an esteemed law-enforcement officer and major with the Hanover County Sheriff's Department, retires on June 30, 2026; and

WHEREAS, prior to his law-enforcement career, Kenny Epling served for seven years with the West Virginia Army National Guard and for two years as a public school teacher; and

WHEREAS, Kenny Epling embarked upon his law-enforcement career in September 1992 as a member of the Hanover County Sheriff's Office (HCSO); and

WHEREAS, after graduating from the police academy, Kenny Epling served with the patrol division as a patrol deputy, during which time he was a member of the crash reconstruction team, a field training officer, a background investigator, a designated shift supervisor, and an acting sergeant; and

WHEREAS, Kenny Epling was promoted to sergeant in July 1997 and transferred to the Investigative Division, overseeing the vice and narcotics unit until achieving the rank of lieutenant in July 2002; and

WHEREAS, in October that same year, Kenny Epling was assigned as coordinator of the DC Beltway Sniper Task Force at the Federal Bureau of Investigations headquarters in Richmond, where he led hundreds of federal, state, and local officers and coordinated with several departments and task forces in Northern Virginia and Maryland to successfully apprehend John Allen Muhammad and Lee Boyd Malvo; and

WHEREAS, from October 2003 to April 2015, Kenny Epling served as a shift commander with the Patrol Division; he was then promoted to captain and led the Patrol Division until he was transferred to the Investigative Division in December 2018; and

WHEREAS, Kenny Epling was ultimately promoted to the rank of major in May 2021 and has most recently led the agency's Judicial Administration Division, safeguarding Hanover County's courtrooms and supervising its civil process; and

WHEREAS, a graduate of Concord College and Southern West Virginia Community and Technical College, Kenny Epling attended various professional leadership schools over his career to enhance his abilities to serve the community; and

WHEREAS, in recognition of his exemplary service, Kenny Epling has been named Officer of the Month on several occasions, while also receiving awards and distinctions from Mothers Against Drunk Driving, as well as judges, prosecutors, and citizens; and

WHEREAS, throughout his distinguished career, Kenny Epling has worked tirelessly and with great professionalism to promote public safety and ensure the well-being of Hanover County and its residents; now, therefore, be it

RESOLVED by the House of Delegates, That Kenny B. Epling hereby be commended for his many years of service on the occasion of his retirement from the Hanover County Sheriff's Office; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Kenny B. Epling as an expression of the House of Delegates' admiration for his contributions to Hanover County and the Commonwealth and best wishes upon his retirement.
