Celebrating the life of Sandra Jean Caldwell Davis.

WHEREAS, Sandra Jean Caldwell Davis, an accomplished businesswoman, dedicated philanthropist, and beloved member of the Southwest Virginia community, died on March 17, 2026; and

WHEREAS, born in Radford, Sandra Davis graduated from Floyd High School in 1964 before embarking upon her career as a member of the Virginia Department of Health, where she earned a promotion to the role of supervisor and health director of Radford and Giles County; and

WHEREAS, Sandra Davis later joined the staff at the Bank of Christiansburg, and through her hard work, diligence, and professionalism, became the first woman in Southwest Virginia to achieve the position of senior vice president with the bank; and

WHEREAS, Sandra Davis and her late husband, Patrick, established BCR Real Estate and Property Management to support the housing needs of students at Virginia Polytechnic Institute and State University (Virginia Tech) and Radford University, and she grew the company's portfolio to more than 600 apartments and houses; and

WHEREAS, Sandra Davis fostered the growth and development of Southwest Virginia as chair of both the Blacksburg Partnership and Radford's Carilion Hospital, as a member of the boards of the Go Virginia Region 2 initiative and the Business Council of Roanoke, and as co-chair of the advocacy group NRV Passenger Rail; and

WHEREAS, Sandra Davis gave generously over the years to support scholarships at both Virginia Tech and Radford University and ultimately served as chair of both the Virginia Tech Foundation Board of Directors and the Virginia Tech Athletic Fund Board of Directors, as well as a member of the campaign steering committee for Virginia Tech's first $1 billion capital campaign; and

WHEREAS, Sandra Davis supported higher education in the Commonwealth by endowing the Street and Davis Performance Hall at the Center for the Arts at Virginia Tech, as well as both the Davis Performance Hall and the Davis College of Business and Economics at Radford University; and

WHEREAS, in recognition of her commitment to advancing higher education, Sandra Davis was appointed to serve on the boards of both New River Community College and the Edward Via College of Osteopathic Medicine, and she received gubernatorial appointments to the Boards of Visitors of both Virginia Tech and Radford University; and

WHEREAS, Sandra Davis was presented with various accolades in honor of her lifetime of philanthropy and service, including Citizen of the Year awards from both the Montgomery County Chamber of Commerce and the Rotary Club of Blacksburg, induction into the Southwest Virginia Business Hall of Fame, the William H. Ruffner Award from Virginia Tech, and an honorary doctor of business degree from Radford University; and

WHEREAS, preceded in death by her first husband, Patrick, Sandra Davis will be fondly remembered and dearly missed by her loving husband of 23 years, William; her sister, Mildred; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of Sandra Jean Caldwell Davis, a leading member of the Southwest Virginia community whose kindness and generosity made an impact on countless lives; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Sandra Jean Caldwell Davis as an expression of the Senate of Virginia's respect for her memory.
