Celebrating the life of Herbert Lawrence Green, Jr.

WHEREAS, Herbert Lawrence Green, Jr., a resident of Fredericksburg, died on April 1, 2026, leaving a legacy of service, scholarship, and faith to his family and community; and

WHEREAS, Herbert Green was born on September 30, 1948, in New Orleans, Louisiana, where he attended public schools and graduated from Joseph S. Clark Senior High School in 1966; he continued his studies at Southern University, where he earned a bachelor's degree in business administration; and

WHEREAS, Herbert Green furthered his education by earning a master's degree in public administration from the University of New Orleans and a doctorate in public administration from Nova Southeastern University; and

WHEREAS, Herbert Green was among the early Black graduates of the master of public administration program at the University of New Orleans and demonstrated a lifelong commitment to learning and scholarship; and

WHEREAS, Herbert Green was a member of Alpha Phi Alpha Fraternity and remained engaged in intellectual and civic life, including as the author of published works on social science and public affairs; and

WHEREAS, Herbert Green was a man of deep faith who was active in church life from an early age and, in later years, was a member of St. George's Episcopal Church in Fredericksburg, where he sang in the choir; and

WHEREAS, Herbert Green will be remembered for his love of music, his dedication to education, and his commitment to family and community; and

WHEREAS, Herbert Green will be fondly remembered and greatly missed by his wife, Line Chantale Gauthier-Green; his children, Kenya, Jeremy, and Gabriel; his grandchildren and great-grandchildren; and numerous other family members and loved ones; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Herbert Lawrence Green, Jr., a highly admired resident of Fredericksburg who dedicated his life to scholarship, faith, and service to others; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Herbert Lawrence Green, Jr., as an expression of the House of Delegates' respect for his memory.
