WHEREAS, Kelly Kilbourne, an esteemed teacher with Virginia Beach City Public Schools, was named as Windsor Oaks Elementary School's 2026 Teacher of the Year; and

WHEREAS, Kelly Kilbourne works tirelessly to create a supportive learning environment that enables her students to thrive; and

WHEREAS, one of Kelly Kilbourne's greatest strengths as an educator is her ability to forge relationships and bonds with her colleagues and students, while also helping her students better connect with one another; and

WHEREAS, demonstrating her steadfast dedication to her students' well-being, Kelly Kilbourne devotes time to recognizing and addressing the issues impacting her students, building their trust and improving their educational outcomes; and

WHEREAS, known for her great compassion and desire to help others, Kelly Kilbourne has embodied the ideals of the education profession, helping to make Virginia Beach a more wonderful place to live, work, and raise a family; now, therefore, be it

RESOLVED by the House of Delegates, That Kelly Kilbourne hereby be commended for being named the 2026 Windsor Oaks Elementary School Teacher of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Kelly Kilbourne as an expression of the House of Delegates' admiration for her contributions to the growth and development of young people in the Commonwealth.
