HOUSE RESOLUTION NO. 204

Celebrating the life of William Shepard Harris, Sr.



Agreed to by the House of Delegates, March 9, 2026

WHEREAS, William Shepard Harris, Sr., an honorable veteran, devoted husband, father, grandfather, and great-grandfather, accomplished electrician, and beloved member of the Winchester community, died on February 3, 2026; and

WHEREAS, William Shepard “Shep” Harris, Sr., was a lifelong member of the Winchester community and attended Douglas School from kindergarten through 12th grade, graduating with the Class of 1958; and

WHEREAS, after his early years in Winchester, Shep Harris pursued higher education at what is now Bluefield State University, and later answered the call to serve his country with honor in the United States Navy, where he served as an electrician for four years and four months; and

WHEREAS, in his professional career, Shep Harris dedicated himself to the General Electric Company, retiring in 2002 after 30 years of service as a skilled electrician; and

WHEREAS, Shep Harris' greatest joy in life was spending quality time with his family and loved ones, and his unwavering commitment to family, his strong work ethic, his service to community and country, and his generous spirit will long be cherished by family, friends, and neighbors; and

WHEREAS, Shep Harris will be fondly remembered and dearly missed by his loving wife, Theresa; his son, William, Jr., and his family; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of William Shepard Harris, Sr., a treasured member of the Winchester community whose legacy of love, service, and devotion enriched the lives of all who knew him; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of William Shepard Harris, Sr., as an expression of the House of Delegates' respect for his memory.
