HOUSE JOINT RESOLUTION NO. 248
Celebrating the life of John Caffrey Angell.

WHEREAS, John Caffrey Angell, a distinguished civil servant, devoted husband and father, and beloved member of the Arlington County community, died on February 12, 2026; and
WHEREAS, after graduating from Winston Churchill High School in Potomac, Maryland, John Angell earned degrees from Pomona College and Loyola Law School before returning to Washington, D.C., to embark on an illustrious career on Capitol Hill; and
WHEREAS, John Angell served as the staff director of the House Committee on the Budget when it was chaired by Leon Panetta, who he followed to the Office of Management and Budget and later the White House; and
WHEREAS, John Angell served for some time in the executive branch of the United States Government as the assistant secretary of legislative affairs at the Department of Energy, and later returned to Capitol Hill to serve as the staff director of the Senate Finance Committee; and
WHEREAS, John Angell was a victim of the anthrax attacks directed at members of the United States Congress in 2001, and he demonstrated extraordinary strength and determination to recover and return to the Senate Finance Committee as a senior advisor; and
WHEREAS, John Angell gave generously of his time to mentor his students and nurture their success as an adjunct professor at the George Washington University Graduate School of Political Management; and
WHEREAS, John Angell will be fondly remembered and dearly missed by his loving wife of 34 years, Martha; his daughter, Sarah; and numerous other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of John Caffrey Angell, a treasured member of the Arlington County community whose dedication and service made an impact on countless lives; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of John Caffrey Angell as an expression of the General Assembly's respect for his memory.
