HOUSE JOINT RESOLUTION NO. 246
Celebrating the life of Cynthia Sue Swann.

WHEREAS, Cynthia Sue Swann, a beloved resident of Bumpass who served and safeguarded the Louisa County community as a life member of the Holly Grove Volunteer Rescue Squad, died on February 23, 2026; and
WHEREAS, Cynthia “Cindy” Sue Swann pursed a long and fulfilling career as a nurse and was a charter member of the Holly Grove Volunteer Rescue Squad in 1983; she brought an unparalleled breadth of expertise to the squad, serving as a first aid instructor, infectious disease officer, and advanced life support shock trauma specialist, in addition to serving as squad secretary; and
WHEREAS, highly respected in the field of emergency medicine, Cindy Swann was also a life member of the Virginia Association of Volunteer Rescue Squads, District 3, now known as the Virginia Association of First Responders; she faithfully represented the Holly Grove Volunteer Rescue Squad at the district and state levels and earned many awards from District 3 for her achievements; and
WHEREAS, Cindy Swann also volunteered her leadership to a number of other civic and service organizations, including the Louisa County Commission on Aging, through which she helped older residents of Louisa County age with dignity and stay engaged in local life; and
WHEREAS, Cindy Swann was guided by her faith in all her actions, and she enjoyed fellowship and worship with the congregation of Holly Grove Christian Church, where she brought joy to others through song as a member of the choir; and
WHEREAS, Cindy Swann will be fondly remembered and greatly missed by her husband, Joseph; her children, Dolores, Daniel, Donna, Shannon, Sharri, and Garland, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Cynthia Sue Swann; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Cynthia Sue Swann as an expression of the General Assembly's respect for her memory.
