HOUSE JOINT RESOLUTION NO. 126

Commending Russell Chambers.

WHEREAS, Russell Chambers, an esteemed civil servant who culminated his distinguished career as the utility plant manager of the Leesburg Water Treatment Plant, retired in 2026; and

WHEREAS, after graduating from college, Russell Chambers worked in the construction industry for seven years before joining the Utilities Department of the Town of Leesburg in 1996 as a utility plant operator trainee; and

WHEREAS, from the beginning, Russell Chambers demonstrated exceptional professionalism and a commitment to excellence, which led to his steady advancement within the Utilities Department; and

WHEREAS, Russell Chambers assumed his first leadership role when he became utility plant supervisor in 2001, and he was subsequently promoted to utility plant superintendent in 2004, to deputy utility plant manager in 2005, and ultimately to utility plant manager in 2014; and

WHEREAS, over his career with the Town of Leesburg's Utilities Department, Russell Chambers has supported the utility plant's growth and development to accommodate the locality's flourishing population, while also helping the department evolve to embrace automation and remain compliant with new regulatory requirements; and

WHEREAS, through his hard work and dedication, Russell Chambers played an invaluable role in helping the Town of Leesburg receive a series of Excellence in Waterworks Operations/Performance Awards from the Virginia Department of Health over 21 consecutive years; and

WHEREAS, with great integrity and unwavering devotion to the community he served, Russell Chambers embodied the ideals of civil service throughout his career with the Town of Leesburg, earning the esteem and respect of all Virginians; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Russell Chambers for his legacy of service on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Russell Chambers as an expression of the General Assembly's admiration for his contributions to Leesburg and the Commonwealth and best wishes for a joyful and fulfilling retirement.
