SENATE JOINT RESOLUTION NO. 222
Commending Marceline Catlett, Ed.D.

WHEREAS, Marceline Catlett, Ed.D., superintendent of Fredericksburg City Public Schools, was named the Region III Superintendent of the Year by the Virginia Association of School Superintendents in 2026; and
WHEREAS, after graduating from Fredericksburg City Public Schools (FCPS) in 1977, Marci Catlett continued her academic pursuits by earning a bachelor's degree magna cum laude in elementary education from Virginia State University, a master's degree in curriculum and instruction from the University of Virginia, and a doctoral degree in educational leadership and policy studies from Virginia Polytechnic Institute and State University, as well as certificates from Oxford University, Harvard University, Virginia Commonwealth University, and Howard University; and
WHEREAS, Marci Catlett began her career with FCPS in 1981 as a sixth grade teacher at Walker-Grant Middle School, and she transitioned into school administration in 1990 as an assistant principal; and
WHEREAS, as a result of her leadership, expertise, and training, Marci Catlett advanced through the ranks at FCPS over the years, from director of curriculum and instruction, to assistant superintendent for instruction and personnel, to deputy superintendent in 2012; and
WHEREAS, Marci Catlett has been superintendent of FCPS since 2019 and the school division has flourished under her leadership, implementing strategic initiatives designed to close achievement gaps, expand career and technical education opportunities, strengthen school safety, and enhance family engagement; and
WHEREAS, in addition to her Superintendent of the Year honor, Marci Catlett has received numerous other accolades in recognition of her service as an educator, including the 2023 Prince B. Woodard Leadership Award from the Fredericksburg Regional Chamber of Commerce and the Martin Luther King Drum Major for Justice Award from Micah Ministries; and
WHEREAS, beyond her service as an education administrator, Marci Catlett has made an impact in the Fredericksburg area through her service on many boards and committees, including Ready Region North Central and the Fredericksburg Area Alumnae Chapter of Delta Sigma Theta Sorority, Inc.; and
WHEREAS, as a tireless champion of her students and faculty, Marci Catlett has made immeasurable contributions to the success of FCPS and has helped to make Fredericksburg a wonderful place to live, work, and raise a family; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Marceline Catlett, Ed.D., for being named the 2026 Region III Superintendent of the Year by the Virginia Association of School Superintendents; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Marceline Catlett, Ed.D., as an expression of the General Assembly's admiration for her contributions to Fredericksburg and the Commonwealth.
