WHEREAS, Sabrina Bruce served the nation with honor and distinction as a member of the United States Air Force and the United States Space Force from October 2013 to December 2025; and

WHEREAS, Sabrina Bruce originally enlisted in the United States Air Force in 2013, then subsequently joined the United States Space Force as one of its first enlisted members; and

WHEREAS, specializing in cyber warfare, Sabrina Bruce developed a deep understanding of national defense and foreign policy, completing assignments in Africa, the United Kingdom, and South Korea; and

WHEREAS, after the United States Armed Forces lifted a ban on transgender service members in 2017, Sabrina Bruce began transitioning and broke down numerous barriers through her inspirational resilience and commitment to excellence; and

WHEREAS, Sabrina Bruce demonstrated a high degree of technical ability and an unwavering dedication to duty and was promoted three times in five years, from airman to master sergeant, a rapid rise in enlisted rank that reflected confidence in her leadership and performance; and

WHEREAS, Sabrina Bruce specialized in cyber warfare, developing a deep understanding of national defense and foreign policy through assignments across three continents, safeguarding billions in space-based national security assets, maintaining communications infrastructure supporting a $3.9 billion North Korea deterrence mission, and leading her team to defeat a cyberattack on a critical network in under 24 hours; and

WHEREAS, in 2024, Sabrina Bruce was selected to attend the United States Coast Guard Chief Petty Officer Academy as the sole Space Force representative in her class and was recognized by her classmates as an honorary chief petty officer, a distinction that spoke to the deep respect she commanded across the services; and

 WHEREAS, while serving at Royal Air Force Croughton in the United Kingdom, Sabrina Bruce coordinated the safe evacuation of 34,000 evacuees during Operation Allies Welcome, supported diplomatic engagement with the United States ambassador and host nation leaders including at the Queen's Platinum Jubilee, and contributed to NATO operations that strengthened the alliance's eastern flank amid the Ukraine crisis; and

WHEREAS, Sabrina Bruce became the only enlisted legislative liaison to the United States Congress at the National Reconnaissance Office and had most recently served as the lead legislative liaison to the Senate Select Committee on Intelligence, a position of immense trust and responsibility; and

WHEREAS, over the course of her military career, Sabrina Bruce received numerous accolades and decorations, including the Meritorious Service Medal, the Air Force Commendation Medal with one Oak Leaf Cluster, the Joint Service Achievement Medal, and the Defense Meritorious Service Medal; and

WHEREAS, Sabrina Bruce was forced to separate from the military after the reinstatement of policies prohibiting transgender service members; now, therefore, be it

RESOLVED by the House of Delegates, That Sabrina Bruce hereby be commended for her service to the nation as a member of the United States Air Force and the United States Space Force; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Sabrina Bruce as an expression of the House of Delegates' admiration for her contributions to national defense.
