That if the payroll contribution rate fixed by the Commissioner of the Virginia Employment Commission pursuant to subsection B of § 60.2-806 of the Code of Virginia, as created by this act, is equal to or greater than 1.7 percent of employee wages, then the General Assembly shall, at its next regular session, perform a fiscal analysis of the paid family and medical leave insurance program established pursuant to § 60.2-801 of the Code of Virginia, as created by this act, and shall consider amending the benefits of the program to address its viability.
