Commending Ricardo Foster.

WHEREAS, Ricardo Foster has dedicated more than 10 years to the mentorship of student-athletes both on and off the basketball court as a coach; and

WHEREAS, since being named as head coach of the Norview High School boys' basketball team, Ricardo Foster has built a respected basketball program grounded in discipline, teamwork, and academic accountability; and

WHEREAS, in 2020, Ricardo Foster led the Norview High School Pilots to a state championship title, marking a historic achievement for the program and solidifying his reputation as one of the area's premier high school coaches; and

WHEREAS, Ricardo Foster's leadership, strategic vision, and commitment to excellence were further recognized when he was honored with the 2026 Eastern District Coach of the Year award for leading the Norview Pilots to a perfect 14–0 regular season record against district opponents; and

WHEREAS, Ricardo Foster has cultivated a culture of integrity, perseverance, and leadership among his players; his emphasis on fundamentals, character development, and competitive preparation has consistently positioned the Norview Pilots as strong contenders within Virginia High School League basketball; and

WHEREAS, through his dedication to mentorship and athletic excellence, Ricardo Foster continues to make a lasting impact on Norview High School and the broader Norfolk community; now, therefore, be it

RESOLVED by the House of Delegates, That Ricardo Foster hereby be commended for his achievements as head coach of the Norview High School boys' basketball team; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Ricardo Foster as an expression of the House of Delegates' admiration for his contributions to young people in Norfolk.
