Commending Samuel E. Carter.

WHEREAS, Samuel E. Carter, an esteemed public servant and community leader, retired from the Appomattox County Board of Supervisors in 2025 after 28 years of dedicated service to the board; and
WHEREAS, prior to joining the Appomattox County Board of Supervisors, Samuel Carter served the community for 20 years as a member of the Appomattox Town Council, and before that, he served the nation as a member of the United States Marine Corps; and
WHEREAS, Samuel Carter was elected to serve as the Courthouse District representative on the Appomattox County Board of Supervisors, and he attended his first meeting with the board on January 5, 1998; and
WHEREAS, over his seven terms with the board, including 14 years as chair and three years as vice chair, Samuel Carter played an instrumental role in promoting the growth and development of Appomattox County through numerous initiatives, projects, and programs; and
WHEREAS, Samuel Carter oversaw several major construction projects in Appomattox County, including the new courthouse and animal shelter, and promoted economic development through productive initiatives such as Central Virginia Community College's Appomattox Center; and
WHEREAS, during Samuel Carter's tenure, Appomattox County improved recreational and tourism activities by creating new parks and community events, bolstered public safety by enhancing the E-911 dispatch center, and nurtured educational opportunity by building the new Appomattox Elementary School and renovating other schools in the division; and
WHEREAS, as a member of the Appomattox County Board of Supervisors, Samuel Carter was actively involved in the hiring of county administrators, redistricting processes, the recodification of the county code, and other administrative endeavors essential to the locality's success; and
WHEREAS, with an unwavering commitment to the citizens he served, Samuel Carter has helped to make Appomattox County a wonderful place to live, work, and raise a family; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Samuel E. Carter on the occasion of his retirement from the Appomattox County Board of Supervisors; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Samuel E. Carter as an expression of the General Assembly's admiration for his distinguished service on behalf of the citizens of Appomattox County and the Commonwealth.
