WHEREAS, the Honorable Carrie Emerson Coyner served the Commonwealth for six years as a member of the Virginia House of Delegates, ably representing the residents of the 62nd District for two terms and the 75th District for one term; and
WHEREAS, a native of Chesterfield County, Carrie Coyner is the owner and founder of Rudy Coyner Attorneys at Law in Chesterfield County, where she focuses her practice on real estate, construction law, land use and zoning, wills, and corporate entity law; and
WHEREAS, Carrie Coyner has served her community in numerous capacities, including as a board member of the Chester Family YMCA and the Chesterfield Chamber of Commerce and an elected member of the Chesterfield County School Board for eight years; and
WHEREAS, desirous to be of further service to the Commonwealth, Carrie Coyner ran for and was elected to the Virginia House of Delegates in 2019; over the course of her three terms in office, she introduced and supported many important pieces of legislation to benefit her constituents and strengthen the Commonwealth; and
WHEREAS, Carrie Coyner provided her insights and expertise to the Public Safety Committee, Courts of Justice Committee, Appropriations Committee, Education Committee, General Laws Committee, House Rules Committee, and Counties, Cities and Towns Committee; and
WHEREAS, Carrie Coyner received a host of awards and accolades during her tenure as a state lawmaker, including the 2021 Legislative Award of Excellence from the Virginia School Boards Association and the 2021 Industrial Strength Leadership Award from the Virginia Manufacturers Association; and
WHEREAS, in 2022, Carrie Coyner received the Child Care Champion of the Year award from Virginia Promise in Action, Legislator of the Year award from the Virginia Society of Enrolled Agents, Child Advocate of the Year award from the Virginia PTA, Free Enterprise Award from the Virginia Chamber of Commerce, Affordability Ally award from Freedom Virginia, BRAVO! Award from the Chesterfield Education Foundation, and Legislative Champion award from the Foundation for Government Accountability; and
WHEREAS, in 2023, Carrie Coyner received the Legislator of the Year award from the Virginia Chamber of Commerce, the Legislative Champion award from the Virginia Education Association, Health Care Champion award from the Virginia Hospital & Healthcare Association, and Legislator of the Year award from the Richmond Technology Council; and
WHEREAS, in 2024, Carrie Coyner received the Rotary Diplomacy Champion award from the Rotary Club of Hopewell, People Over Politics award from Women of Endurance, Legislative Champion award from the Virginia Education Association, and Public Service Award from Autism Speaks; and
WHEREAS, during her most recent session of the General Assembly in 2025, Carrie Coyner received the Champion of Affordable Housing award from the Virginia Manufactured and Modular Housing Association, Legislative Champion award from Conservatives for Clean Energy, Legislator of the Year awards from Energy Right and the American Council of Engineering Companies, and Social Impact Transformer award from Community Transformers; now, therefore, be it
RESOLVED by the House of Delegates, That the Honorable Carrie Emerson Coyner hereby be commended for her six years of service as a member of the House of Delegates; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Carrie Emerson Coyner as an expression of the House of Delegates' admiration for her achievements on behalf of her constituents and contributions to the Commonwealth as a whole.
