Commending James A. Morris.

WHEREAS, James A. Morris, a distinguished law-enforcement officer who most recently served as chief of police of the Vienna Police Department, retired on February 1, 2026; and
WHEREAS, prior to joining the Vienna Police Department (VPD), James “Jim” Morris dedicated 24 years to the Fairfax County Police Department (FCPD), where he rose through the ranks and ultimately served as deputy chief of administration and then deputy chief of investigations and operations; and
WHEREAS, after serving briefly as the acting police chief of the FCPD, Jim Morris was selected out of a group of more than 100 applicants to be appointed to serve as the chief of police of the VPD in 2013; and
WHEREAS, as chief of police, Jim Morris effectively oversaw more than 50 sworn officers and civilian employees and responsibly administered a budget exceeding $6 million to ensure the safety and well-being of Vienna and its residents; and
WHEREAS, Jim Morris's legacy as chief includes the construction of a new, modernized headquarters for the VPD that enhanced operations by bringing all sections of the department under one roof and a police body camera program that bolstered the department's ability to carry out its work safely and transparently; and
WHEREAS, through his leadership, integrity, and professionalism, Jim Morris embodied the highest ideals of the law-enforcement profession, earning the respect and esteem of all Virginians; now, therefore, be it
RESOLVED by the Senate of Virginia, That James A. Morris, former chief of police of the Vienna Police Department, hereby be commended for his legacy of service on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to James A. Morris as an expression of the Senate of Virginia's admiration for his contributions to the Commonwealth and best wishes for a joyful and fulfilling retirement.
