Celebrating the life of Charles Lorraine Cabell.

WHEREAS, Charles Lorraine Cabell, an esteemed attorney and passionate philanthropist whose legacy of service, leadership, and generosity had a profound impact on the Richmond community, died on June 26, 2025; and
WHEREAS, a native of Richmond, Charles Cabell graduated from the Collegiate School, then earned a bachelor's degree from Hampden-Sydney College and a law degree from The College of William & Mary; and
WHEREAS, Charles Cabell pursued a career as an attorney, becoming a partner at the firm Williams Mullen, where he was respected for his expertise in real estate, land use, estate planning, and business law; and
WHEREAS, Charles Cabell's wise insights, dependability, and quiet leadership made him a trusted advisor and mentor to generations of clients and colleagues; and
WHEREAS, outside of his career, Charles Cabell guided transformative grantmaking projects to support education, historic preservation, the arts, and social services as president of The Cabell Foundation; and
WHEREAS, Charles Cabell also served as chair of the Virginia Museum of History & Culture Board of Trustees, The Commonwealth Club Board of Governors, and the Virginia Foundation for Independent Colleges Board of Trustees; he was also named as a trustee emeritus of Hampden-Sydney College; and
WHEREAS, Charles Cabell was an avid open-water fisherman, who was a legend in the sportfishing community for his determination, knowledge, and unshakeable patience; he fished out of Pirate's Cove, North Carolina, until after his retirement, when he relocated his boat to Quepos, Costa Rica, and spent his later years fishing the Pacific Ocean; and
WHEREAS, Charles Cabell will be fondly remembered and greatly missed by his wife, Elizabeth; his daughters, Katherine, Margaret, and Jordan, and their families; his stepson, Hunter, and his family; and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Charles Lorraine Cabell, a respected attorney and a pillar of the Richmond community who touched countless lives through his civic engagement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Charles Lorraine Cabell as an expression of the General Assembly's respect for his memory.
