Celebrating the life of Michael R. Frey.

WHEREAS, Michael R. Frey, an esteemed public servant and beloved member of the Fairfax County community, died on February 16, 2026; and

WHEREAS, born in Wilkes-Barre, Pennsylvania, Michael Frey continued to live in that area until he moved to Northern Virginia in 1978 to pursue his interest in politics; he interned with the chair of the Fairfax County Board of Supervisors, then served as a staff member for two members of the board, one of whom was also chair; and

WHEREAS, Michael Frey became the inaugural Sully District supervisor when the district was created in 1991 and served six consecutive terms, holding office until 2015; he was one of the most influential voices in local governance, guiding the western portion of Fairfax County through decades of transformative growth and shaping the community's identity; and

WHEREAS, Michael Frey made an impact on the local and regional area as chair of the Fairfax County Board of Supervisors Development Process Committee, a member of the National Capital Region Transportation Planning Board, the Committee on Noise Abatement at National and Dulles Airports, the Metropolitan Washington Council of Governments Development Policy Committee, and the Dulles Area Transportation Association Executive Committee; and

WHEREAS, Michael Frey was a lifelong advocate for animals and wildlife and carried that passion into his work supporting the Fairfax County Animal Shelter; he helped renovate the animal shelter on West Ox Road, which was later renamed in his honor, and supported the construction of the Lorton shelter; he welcomed pets into his office and opened his home to senior animals in need of care and comfort later in his life; and

WHEREAS, Michael Frey was also deeply committed to youth and community sports, regularly attending Westfield High School football games and George Mason University basketball games, and supporting programs through the Southwestern Youth Association, which provides young people with opportunities to learn teamwork and leadership skills; and

WHEREAS, Michael Frey devoted countless hours to community causes, including pediatric cancer fundraisers and the Centreville Immigration Forum, showing the same care and dedication he brought to every aspect of his public service; and

WHEREAS, Michael Frey will be fondly remembered and dearly missed by his sister, Alana Remley, and numerous other cherished family members, friends, colleagues, and the countless residents whose lives he touched; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Michael R. Frey, a distinguished member of the Fairfax County community whose dedication and legacy of service inspired all who knew him; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Michael R. Frey as an expression of the House of Delegates' respect for his memory.
