Celebrating the life of Richard Fannon.

WHEREAS, Richard Fannon, a respected business owner and community leader in Big Stone Gap, died on January 8, 2026; and
WHEREAS, born in Wise County, Richard “Bud” Fannon lived most of his life in Big Stone Gap and served the nation as a member of the United States Army during the Korean War; and
WHEREAS, Bud Fannon worked for the Chesapeake and Potomac Telephone Company as a lineman supervisor for more than 30 years and also worked at Lonesome Pine Speedway and Kingsport Speedway; and
WHEREAS, Bud Fannon served the community for many years as the owner and operator of R. R. & M. Fannon Contractors and notably helped the Gilliam family construct Gilliam Funeral Home and Crematory; and
WHEREAS, outside of his career, Bud Fannon was active in the community as a member of the Big Stone Gap Lions Club, the Big Stone Gap Independent Order of Odd Fellows, and the Big Stone Gap Rescue Squad; and
WHEREAS, Bud Fannon enjoyed fellowship and worship with the congregation of East Stone Gap Baptist Church, where he was the oldest living member prior to his passing; and
WHEREAS, Bud Fannon will be fondly remembered and greatly missed by his wife of 68 years, Evelyn; his sons, Rick and Mike, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Richard Fannon, a pillar of the community in Big Stone Gap; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Richard Fannon as an expression of the House of Delegates' respect for his memory.
