Notwithstanding the provisions of subsections A and B, the provisions of this section shall not apply to a retailer that does not (i) manufacture cosmetics containing ingredients prohibited in this section or (ii) knowingly sell or offer for sale cosmetics containing ingredients prohibited in this section.
