SENATE RESOLUTION NO. 66

Commending Debbie and Sam Frye.



Agreed to by the Senate, February 26, 2026

WHEREAS, Debbie and Sam Frye, co-founders of First Simple Church in Williamsburg, have strengthened the community through their tireless civic involvement and unwavering commitment to inspirational faith leadership; and

WHEREAS, Debbie and Sam Frye planted First Simple Church in 2012 with a mission to deliver and teach a simple gospel message in a complex world, often reaching out to members of the military, first responders, motorcyclists, and hunters to ensure every member of the community has a place where they feel comfortable to grow in faith; and

WHEREAS, serving as pastor of First Simple Church, Sam Frye shows the members of the congregation how to live their faith through their actions in practical ways and conducts discipleship growth programs to teach men and women how to exercise their spiritual gifts; and

WHEREAS, as a former United States Marine and an active volunteer police officer and chaplain of the James City County Police Department, Sam Frye understands the sacrifices made by military service members and public safety officers in the course of their duties and strives to provide a supportive and understanding community through First Simple Church; and

WHEREAS, Debbie Frye serves the First Simple Church congregation as a biblical counselor, a mentor for women, and ministry director, in which capacity she oversees daily operations of the church; and

WHEREAS, Debbie Frye's background as a health and wellness professional and physical education teacher has given her unique insights into the connection between spiritual and physical health; she is a sought-after speaker who has inspired others to achieve better health through biblical teachings and practical advice; and

WHEREAS, in support of her husband's work as chaplain of the James City County Police Department, Debbie Frye began counseling female officers in an unofficial capacity before joining the department herself as its first female police chaplain; and

WHEREAS, Debbie and Sam Frye are charter members and chaplains of Law Enforcement United, where they minister to surviving family members and coworkers of law-enforcement officers killed in the line of duty; and

WHEREAS, Debbie and Sam Frye also both serve as chaplains with the Billy Graham Evangelistic Association's National Law Enforcement Ministry, through which they deploy to support law-enforcement officers during times of natural disasters or critical incidents; and

WHEREAS, in addition to their work locally, Debbie and Sam Frye are active leaders at the district level of the Wesleyan Church; and

WHEREAS, Debbie and Sam Frye have helped countless individuals develop a more personal relationship with their faith, enabled local families to grow stronger and more resilient, and made the community safer by supporting law-enforcement officers, first responders, and members of the military; now, therefore, be it

RESOLVED by the Senate of Virginia, That Debbie and Sam Frye hereby be commended for their legacy of contributions to the Williamsburg community as faith leaders and trusted volunteers; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Debbie and Sam Frye as an expression of the Senate of Virginia's admiration for their dedication to servant leadership.
