Upon request by the electoral board, the Department may grant a waiver to allow the locality's officers of election to begin to ascertain and record the number of votes cast by absentee ballots at any time after 6:00 a.m. on the day of the election to ensure the timely entry of election night results. The Department shall establish criteria for granting a waiver. Such waiver shall apply to all elections in the calendar year in which it is granted.
