Commending Gwendolyn Davis-Holley, DDS.

WHEREAS, Gwendolyn Davis-Holley, DDS, a distinguished dentist and a champion of public health, has transformed smiles and strengthened communities across the Commonwealth; and

WHEREAS, a proud graduate of Howard University and the Howard University College of Dentistry, Dr. Davis-Holley has dedicated more than four decades to advancing oral health and expanding access to quality dental care; and

WHEREAS, Dr. Davis-Holley's extraordinary career spans private practice, public health dentistry, nonprofit clinical leadership, and institutional service; from 1981 to 2010, she owned and operated a private practice serving families throughout Norfolk and Virginia Beach, providing comprehensive dental care and mentorship to fellow dental professionals, then played an instrumental role in launching a dental clinic for Horizon Health Services, expanding care to underserved communities; and

WHEREAS, Dr. Davis-Holley concluded her distinguished clinical career with the Virginia Department of Corrections from 2010 to 2022, providing comprehensive dental services to incarcerated individuals and often treating complex restorative cases, while also coaching staff and patients on effective communication and preventive health practices; and

WHEREAS, throughout her career, Dr. Davis-Holley championed preventive care, restorative dentistry, and patient education, ensuring that every individual, regardless of circumstance, received compassionate and high-quality treatment; her work in public health dentistry in the Commonwealth and around the world reflects her lifelong commitment to equity in health care and community wellness; and

WHEREAS, Dr. Davis-Holley also served the Commonwealth as an appointee to the Virginia Voluntary Formulary Board under Governor Chuck Robb and Governor Gerald Baliles; she has received many awards and accolades, including recognition from the Hampton Roads Chamber of Commerce and the NAACP; now, therefore, be it

RESOLVED by the House of Delegates, That Gwendolyn Davis-Holley, DDS, hereby be commended for her legacy of achievements as a leader in oral health care and commitment to community leadership on the occasion of her 80th birthday on March 3, 2026; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Gwendolyn Davis-Holley, DDS, as an expression of the House of Delegates' admiration for her unwavering dedication to improving the lives of others.
