Celebrating the life of Philip Eugene Pate.

WHEREAS, Philip Eugene Pate of Winchester, a devoted husband, father, grandfather, and respected public servant, died on January 28, 2026; and

WHEREAS, Philip “Phil” Eugene Pate faithfully served the residents of Winchester as a member of the Winchester City Council, demonstrating a strong commitment to civic engagement and working to enhance the quality of life for the city's residents; and

WHEREAS, Phil Pate further served the community through leadership and volunteer service with local and regional organizations, including Northwestern Community Services and Virginia First Cities, reflecting his dedication to supporting families and strengthening local partnerships; and

WHEREAS, Phil Pate was a clinical and forensic psychologist who used his professional expertise to assist individuals and families with compassion and integrity; and

WHEREAS, Phil Pate generously gave his time to support youth development and education in the Winchester community, including volunteer service with literacy programs and outdoor education initiatives; and

WHEREAS, Phil Pate will be fondly remembered by his wife of 42 years, Allyson; his children, Adam, Jonathan, and Rebecca; his granddaughter, Lilah; and numerous other family members, friends, colleagues, and community members whose lives he touched through his kindness, humor, and dedication to service; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Philip Eugene Pate, whose service and contributions strengthened the Winchester community and the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Philip Eugene Pate as an expression of the House of Delegates' respect for his memory.
