5. That the Department of Education (the Department) shall include the provisions of the first enactment of this act adding subsections K and L of § 22.1-253.13:3 of the Code of Virginia, to the extent permitted by federal law, as add alternate components of the Commonwealth's request for proposals for a new assessment vendor. The Department shall report the estimated costs of such components to the General Assembly by October 1, 2026.
