Commending Emma Whitehead Hooper.

WHEREAS, Emma Whitehead Hooper, a highly admired community leader and beloved mother, celebrates her 100th birthday on February 16, 2026; and
WHEREAS, Emma Hooper was born on February 16, 1926, in Seven Springs, North Carolina, to the late Mary Jane and Henry Whitehead; and
WHEREAS, after graduating from high school, Emma Hooper subsequently moved to Bowdens, North Carolina, where she met and married her husband, Oscar Hooper, and together they built a life rooted in love, commitment, and faith; and
WHEREAS, Emma and Oscar Hooper were blessed with 11 children, and in search of greater opportunities for their growing family, they relocated to the Commonwealth and purchased their first home in the Cavalier Manor community of Portsmouth; and
WHEREAS, Emma Hooper worked for five years at the former Cavalier Manor Elementary School, serving her community with care and dedication; and
WHEREAS, in the late 1970s, Emma Hooper and her husband began a construction business, and as it flourished, she devoted herself fully to her family as a stay-at-home mother whose love and guidance shaped generations; and
WHEREAS, in the early 1980s, Emma Hooper gave her life to Christ at Holy Light Church of Deliverance, where she served as head mother of the church and became a respected spiritual leader; and
WHEREAS, throughout her life, Emma Hooper has demonstrated enduring faith, commitment to family, and service to her church and community; now, therefore, be it
RESOLVED by the House of Delegates, That Emma Whitehead Hooper hereby be commended on the occasion of her 100th birthday; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Emma Whitehead Hooper as an expression of the House of Delegates' congratulations and best wishes on this milestone.
