Be it enacted by the General Assembly of Virginia:

1. § 1. That the Department of Housing and Community Development (the Department) shall review all applications for the Affordable and Special Needs Housing program [ and the Virginia Housing Trust Fund Homeless Reduction Grant program ] and shall formally notify each applicant of an award or a denial no later than 75 days after the application submission deadline. Prior to any public announcement, the Department shall be responsible for providing applicants initial notice of award or denial under such [ program programs ] .
