2. That the Board of Health shall promulgate regulations to implement the provisions of this act by July 1, 2027.

3. That, notwithstanding any other provision of law, no person shall be subject to any penalty, sanction, or enforcement action for noncompliance with regulations promulgated pursuant to the second enactment of this act prior to July 1, 2029. The provisions of this act shall become enforceable on July 1, 2029.
