That the provisions of this act shall become effective on January 1, 2027, contingent upon the passage of an amendment to the Constitution of Virginia on the Tuesday after the first Monday in November 2026, providing for the fundamental right to vote in the Commonwealth by amending Section 1 of Article II of the Constitution of Virginia.
