AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding a section numbered 22.1-299.6:1, relating to teacher licensure; career and technical education or dual enrollment; three-year licenses; established.
Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 22.1-299.6:1 as follows:
§ 22.1-299.6:1. Career and technical education and dual enrollment courses; three-year licenses.
Notwithstanding any provision of law to the contrary, the Board shall provide for the issuance of a three-year renewable license to teach solely career and technical education courses or dual enrollment courses that are creditable toward the completion of an undergraduate course, degree, or credential offered in and accepted at a public institution of higher education at public high schools in the Commonwealth to any individual who (i) is employed as an instructor by an institution of higher education that is accredited by a nationally recognized regional accreditation body, (ii) is teaching at such institution in the specific career and technical education or dual enrollment subject area in which such individual seeks to teach at a public school, and (iii) complies with the requirements set forth in subdivisions D 1 and 3 of § 22.1-298.1. The Board shall require any individual issued a three-year license pursuant to this section to maintain continuous employment in such position at the applicable institution of higher education as a condition of continued licensure. Any school board that employs an individual issued a three-year license pursuant to this section shall provide training on instruction and assessment for any such instructor during his first year of employment.
2. That the Board of Education shall amend its regulations set forth in subdivision A 13 of 8VAC20-23-50 of the Virginia Administrative Code in accordance with the provisions of this act.
