A BILL to direct the Hampton Roads Planning District Commission to develop an infrastructure coordination and fiscal readiness framework for Planning District 23.
Be it enacted by the General Assembly of Virginia:
1. § 1. That the Hampton Roads Planning District Commission (HRPDC) shall develop an infrastructure coordination and fiscal readiness framework for Planning District 23, to be known as the Hampton Roads Infrastructure Coordination and Readiness Framework (the Framework). The Framework shall coordinate (i) multimodal transportation infrastructure, including primary and secondary roads, urban roads, bridges, and tunnels; (ii) public transit, including transit provided by Hampton Roads Transit, the Williamsburg Area Transit Authority, and Suffolk Transit; (iii) resiliency infrastructure; (iv) evaluations of affordability and fiscal readiness, including any local or regional proposals for new revenue authority; and (v) regional project sequencing and prioritization. The Framework shall establish shared evaluation criteria for project readiness, including affordability impacts on residents, fiscal capacity and lifecycle maintenance, opportunity for leverage of federal resources, and considerations of equity and access. The Framework shall create a regional sequencing roadmap to identify priorities and create guidelines for producing an inventory of unfunded needs across transportation systems and infrastructure in Planning District 23. HRPDC shall, as feasible, align practices contained in or contemplated by the Framework with practices of the Commonwealth Transportation Board, Department of Transportation, Department of Rail and Public Transportation, Department of Emergency Management, and Department of Conservation and Recreation for resiliency coordination, and any federal agencies HRPDC deems relevant, including the U.S. Army Corps of Engineers. HRPDC shall ensure that the implementation of the Framework will not interfere with the completion of local projects not within the scope of the Framework, conflict with federal compacts, restrict participation in federally authorized coastal storm risk management projects, or conflict with the work of other regional transportation entities that do not operate or have planning authority within Planning District 23. In developing the Framework, HRPDC shall coordinate with the Hampton Roads Transportation Planning Organization, Hampton Roads Transportation Accountability Commission, Hampton Roads Transit, Williamsburg Area Transit Authority, and Suffolk Transit. In developing the Framework, HRPDC shall consult with the Department of Transportation, Department of Rail and Public Transportation, Department of Conservation and Recreation, and Department of Emergency Management. HRPDC may also consult with all state agencies it deems necessary in the creation of the Framework. HRPDC shall submit to the Chairs of the House and Senate Committees on Transportation, the House Committees on Finance and Appropriations, and the Senate Committee on Finance and Appropriations a report of the progress of the development of the Framework no later than December 1, 2026, and a final report on the Framework no later than December 1, 2027.
