That the Board of Medicine (the Board) shall amend its regulations to implement the provisions of this act and require training and certification for the practice of dry needling by athletic trainers. Such initial adoption of regulations by the Board shall be exempt from the provisions of the Administrative Process Act (§ 2.2-4000 et seq. of the Code of Virginia).
