Commending CGI Technologies and Solutions, Inc.

WHEREAS, in 2026, CGI Technologies and Solutions, Inc., is celebrating the 20th anniversary of the establishment of its first onshore information technology services delivery center in the United States, the Southwest Virginia Technology Center of Excellence; and

WHEREAS, CGI is one of the largest independent information technology and business process services firms in the world; the organization's United States headquarters is currently located in Fairfax County, and the Southwest Virginia Technology Center of Excellence opened in the Town of Lebanon in January 2006; and

WHEREAS, CGI chose Lebanon in Russell County because of the high quality of life, geographic proximity to large information technology markets, strong business incentives from the Commonwealth, business-friendly state and local governments, and strong academic partnerships; and

WHEREAS, the Southwest Virginia Technology Center of Excellence was made possible through support from state and local officials, the Russell County Industrial Development Authority, and local universities and community colleges; and

WHEREAS, the Southwest Virginia Technology Center of Excellence now employs more than 375 professionals and creates opportunities for students at local high schools and institutions of higher education through internship programs; and

WHEREAS, the Southwest Virginia Technology Center of Excellence enables many local graduates to stay in Southwest Virginia and allows former residents to return home while pursuing information technology careers; and

WHEREAS, the Southwest Virginia Technology Center of Excellence provides world-class information technology systems development, maintenance, and integration services to federal, state, and local government agencies, as well as clients in the telecommunications, financial services, insurance, retail, and manufacturing sectors; and

WHEREAS, the Southwest Virginia Technology Center of Excellence offers custom-tailored training programs with local educational partners and draws talent from more than 30 colleges and universities, a strong recruiting network, and regionally sponsored programs; and

WHEREAS, through its Corporate Social Responsibility program, the Southwest Virginia Technology Center of Excellence supports science, technology, engineering, and mathematics education, advises local educators, introduces students to information technology early, and provides educational supplies to disadvantaged students; and

WHEREAS, with the success of the Southwest Virginia Technology Center of Excellence, CGI has demonstrated that well-structured public-private partnerships can create and sustain high-paying jobs in rural Virginia; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend CGI Technologies and Solutions, Inc., on the occasion of the 20th anniversary of the opening of the Southwest Virginia Technology Center of Excellence in Lebanon; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the employees of Southwest Virginia Technology Center of Excellence as an expression of the General Assembly's admiration for their diligent work and appreciation for the contributions of CGI Technologies and Solutions, Inc., to the Commonwealth's vibrant economy.
