B. Notwithstanding the provisions of subsection A, a local government land use application required for the siting of a data center may be approved on a parcel of land that is not zoned for industrial use or used for such purpose if (i) the application is for a new facility and not an expansion of an existing data center, (ii) the proposed data center development is a part of a larger development of adjacent parcels, and (iii) the applicant has entered into a shared-energy connection agreement with the adjacent parcels.
