Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-79.3:2 as follows:

§ 22.1-79.3:2. Parental notification of course registration form required; policies.

Each school board shall develop and implement policies requiring each public elementary or secondary school in the school division to provide, at least 30 days prior to the finalization of the registration of any public elementary or secondary school student in any class, course, or program of instruction and before the class, course, or program of instruction begins, parental notification by email or SMS text message to the parent of each student in the public elementary or secondary school of each class, course, or program of instruction for which such student is registered.

2. That each school board shall develop and implement by the start of the 2026–2027 school year the policies requiring parental notification of course registration in accordance with the provisions of § 22.1-79.3:2 of the Code of Virginia, as created by this act.
