Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1 of Chapter 13 of Title 10.1 a section numbered 10.1-1322.6 as follows:

§ 10.1-1322.6. Geoengineering prohibited; civil penalties.

A. For the purpose of this section, "geoengineering" means the intentional injection, release, or dispersion, by any means, of chemicals, chemical compounds, substances, or apparatus into the atmosphere with the express purpose of affecting temperature, weather, or the intensity of sunlight.

B. No person shall engage in geoengineering in the Commonwealth.

C. Any person who violates the provisions of this section shall be subject to the civil penalties authorized pursuant to § 10.1-1309 or 10.1-1316.
