Be it enacted by the General Assembly of Virginia:

1. § 1. That notwithstanding any contrary provision of the State Corporation Commission's final order in Case No. PUR-2025-00058, by January 1, 2027, a Phase II Utility, as that term is defined in subdivision A 1 of § 56-585.1 of the Code of Virginia, shall establish rates, terms, and conditions for the provision of generation and distribution services for its customers within the GS-5 rate class, as established by such final order, that require each such customer to pay a minimum generation charge equal to 100 percent of such customer's contracted electric demand.
