Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 32.1-11.8 as follows:

§ 32.1-11.8. Guidelines for cleanup of sites contaminated by fentanyl.

The Board, in consultation with the Department of Environmental Quality and other relevant entities, shall establish guidelines for the cleanup of residential property and other sites contaminated by fentanyl and other illicit drugs. The Board may, at its discretion, adopt or incorporate by reference the American National Standards Institute (ANSI)/Institute of Inspection Cleaning and Restoration Certification (IICRC) S900 Standard for Professional Remediation of Precursors, Drug Residues, and Associated Chemical Waste, but in any event, the Board guidelines shall be consistent with the ANSI/IICRC S900 Standard.
