SENATE RESOLUTION NO. 2
Commending Charles W. Foster, Jr.
Agreed to by the Senate, January 15, 2026
WHEREAS, Charles W. Foster, Jr., a distinguished law-enforcement officer and sheriff of Wythe County, who devoted nearly four decades to protecting and serving the Wythe County community, retired in 2025; and
WHEREAS, Charles Foster began his law-enforcement career with the Wythe County Sheriff's Office in 1987 as a dispatcher and steadily moved up the ranks to serve as a jailer, patrol deputy, investigator, patrol supervisor, civil supervisor, and chief deputy sheriff before being elected sheriff in 2021; and
WHEREAS, over the past 38 years with the Wythe County Sheriff's Office, Charles Foster demonstrated a deep commitment to promoting public safety, fostering community partnerships, and ensuring the highest level of fairness and professionalism; and
WHEREAS, Charles Foster generously mentored countless fellow law-enforcement officers over his career, contributing to their success in service to their communities; and
WHEREAS, during his tenure as sheriff of Wythe County, Charles Foster spearheaded new advancements in public safety technology, community policing initiatives, and crime prevention strategies, while securing competitive wages for his officers and staff; and
WHEREAS, through his devotion to justice and the well-being of his community, Charles Foster embodied the ideals of the law-enforcement profession, earning him the esteem and admiration of all Virginians; now, therefore, be it
RESOLVED by the Senate of Virginia, That Charles W. Foster, Jr., sheriff of Wythe County, hereby be commended on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Charles W. Foster, Jr., as an expression of the Senate of Virginia's appreciation for his dedicated service and best wishes for a happy and fulfilling retirement.
