Be it enacted by the General Assembly of Virginia:

1. § 1. The Department of Health (the Department) shall conduct a study to determine the viability of establishing a centralized mobile food unit office that processes licensure, permitting, taxation, and any other procedures relevant to the operation of a mobile food unit. In conducting its study, the Department shall determine whether a centralized mobile food unit office could (i) combine and optimize the processes for obtaining a business license and inspection and (ii) centralize collection of local meals taxes from mobile food units and redistribute revenue appropriately to local municipal governments. The Department shall report on its findings and recommendations for implementation of a centralized mobile food unit office to the Chairs of the House Committee on Health and Human Services and the Senate Committee on Education and Health by November 1, 2026.
